About the Pilot Car Safety & Standards Council (PCSSC)
PCSSC believes that states should enforce existing laws effectively before introducing new regulations, and that any future changes should be sensible, well-discussed, and industry-informed. Every member has a voice, and our council draws participation from all areas of the heavy haul and oversize load community — including pilot car operators, trucking companies, and permit services — to provide a balanced, experience-driven perspective on safety and standards.
The Pilot Car Safety & Standards Council (PCSSC) was founded by experienced members of the heavy haul pilot community with a shared goal: to promote true safety through education, communication, and collaboration. Our mission is to ensure that pilot vehicle operators are fully informed of all laws, regulations, and operational requirements that impact the industry.

The Pilot Car Safety & Standards Council is built on a foundation of real-world experience and a commitment to elevating the standards of the industry. Among its founding members are Mike Myers, a veteran pilot truck operator and original founding member of the National Pilot Car Association (NPCA), and Jesse Elser, who brings over 12 years of hands-on experience spanning every aspect of the trade — from height pole and route surveys to dual-lane trailer tillerman operations.
Together, they represent the depth of knowledge and dedication that defines the PCSSC. Their combined experience ensures that the council’s direction remains grounded in practical expertise rather than theory — focusing on the realities faced by operators, drivers, and escort services across North America.
As the PCSSC continues to grow, it aims to set clear, realistic standards for pilot vehicle operations, develop educational resources to promote compliance and professionalism, and work alongside state agencies to encourage consistency in regulations nationwide. Through collaboration, transparency, and a shared passion for safety, the council strives to create an industry where both operators and the motoring public benefit from higher standards and clearer expectations.
